Dr. Neta Sher-Hadar holds a doctorate in Political Science from the Hebrew University. Her PhD dissertation - "From Vision to Reality: A Re-acquaintance with the Concept 'Implementation'"- addressed the processes of policy implementation Her research interests include policy and reform failures in public and government systems. At the Mandel Leadership Institute she teaches policy studies and is in charge of the individual curriculum of MLI fellows. In addition, she works with fellows on preparing policy papers and projects.
